House Bill 32: Raising the Compulsory Attendance Age

Summary:
This bill would have amended KRS 159.030 to provide that effective July 1, 2005 until June 30, 2006, compulsory school attendance will be between the ages of six and seventeen. Starting July 1, 2006 and thereafter, compulsory school attendance will be between the ages of six and eighteen. Compulsory school attendance in Kentucky currently ends at sixteen. The bill also would have directed the Department of Education and local school districts to develop plans to assist students until graduation or age eighteen.

Status:
This bill was prefiled on November 13, 2002. On January 7, 2003, it was introduced to the House and sent to the House Education Committee. The Kentucky legislature adjourned sine die on March 25, 2003, so HB 32 is now dead.

Action Requested:
None at this time.

HSLDA's Position:
Oppose. Other states that have adopted similar bills have wound up trying to change the homeschool law because seventeen-year-olds claim to "homeschool" since they can no longer drop out.
