Senate Bill 1343: Infant and Toddler Care Master Plan

Summary:
SB 1343 would require the California State Department of Education to develop an Infant and Todler Care Master Plan to be submitted to the Governor and the Legislature by January 1, 2006. SB 1343 is premised on the assumption that the State government should make "child care and development services for infants and toddlers … available to all families in California." One of the Plan's goals is to "… ensure access for infants and toddlers to … programs that will integrate with programs for preschool age children …." The Plan is required to recommend methods to … ensure comprehensive health and developmental screening and services for all infants and toddlers including those not in out-of-home care." SB 1343 puts in place a dangerous key element in the move toward government control of the raising and training of all children in California, beginning at birth.
